I have the same question It is not intended to be used as a server OS. It cannot natively do the things that servers can. You should see an option to boot to the lifecycle controller which will guide you through setting up the server as well as installing an OS. Putting Windows 10 on a T40 is a huge waste of the hardware though.
Also, Dell does not provide any drivers or support for Windows 10 on this hardware. You could still install 32 bit Windows There is also a software block on Xeons. Windows 10 Home will not install on Xeon class machines. Xeons are considered Enterprise class hardware and require the Professional or Enterprise editions of Windows Pretty much any computer can be used as a web server , provided it can connect to a network and run web server software.
